SPECIAL SESSION OH HEALTH CARE FUNDING OVERVIEW HEARING THURSDAY

SACRAMENTO, CA [CDCAN LAST UPDATED 07/01/2015 09:40 AM] – The Senate Public Health and Developmental Services Committee, one of three committees formed by the State Senate for the special session on on health care funding will hold an overview informational hearing tomorrowThursday, July 2, 2015, at 10:00 AM or upon adjournment of the Senate floor session, at the State Capitol in Room 4203. 

    The informational hearing will provide an overview for committee members on “California’s Medi-Cal and Developmental Disability Services Funding Challenge”. The hearing will be televised and streamed live by CalChannel (CDCAN will provide this information in next report later today)

    Brief public comment will likely be allowed during the hearing as called by the chair, Senator Ed Hernandez.

    No action will be taken at this hearing, and it is one of many first steps that each house will take for both special sessions during the next several weeks and likely through the summer.

    CDCAN will send out more information on this overview hearing when an agenda becomes available later today.

Advisory Committee Helping DDS To Develop Implementation Steps For State’s Regional Center Funded Services and Supports to Fully Comply With Sweeping New Federal Regulations

SACRAMENTO, CA [CDCAN LAST UPDATED 07/01/2015 09:30 AM] – The Department of Developmental Services’ Home and Community Based Services Advisory Committee, composed of stakeholders including advocates, family members, people with developmental disabilities and regional center representatives, will hold a second public meeting today, Wednesday (July 1st) from 10:00 AM to 3:00 PM at the Department of Social Services building (Building 9), 744 P Street, Second floor auditorium/large meeting room, Sacramento, CA 95814.  There is a conference call line for persons not able to attend the meeting in public (see below).

   Public comment and questions will be taken during the meeting. The meeting agenda was released at 09:17 AM this morning and is reproduced below.

    The committee will hear and discuss updates and next steps toward implementation and full compliance of the new federal Home and Community-Based Services regulations that went into effect last March 2014. 

    States generally have 5 years to comply, though new proposals to the federal government, including new waivers – such as the recent Self Determination Program Waiver – have to fully comply when submitted.

    The new regulations will have sweeping impact of many of the long term services and supports across the nation and in California, especially those impacting site-based programs – including day programs, work activity programs, sheltered workshops, and group homes funded under a Medicaid Home and Community-Based Services waiver. 

    Medicaid services not covered by the Home and Community Based Services regulations include the developmental centers – the remaining three now slated for closure and transition, and other health facilities such as Intermediate Care Facilities (ICF).
