FY 2023-2024

The Department of Developmental Services awarded Tri-Counties Regional Center the following projects as part of the Community Resource Development Plan for Fiscal Year 2023-2024:

Specialized Residential Facility-Elderly:
TCRC was awarded $350,000 for the acquisition of a home needed to develop a Specialized Residential Facility for the Elderly (SRF-RCFE). Currently there is a need to provide specialized residential services to seniors who have both medical and behavioral needs. The SRF-RCFE will be a permanent 4 bedroom home for both men and women over the age of 59.

Housing Access Services:
TCRC was awarded $150,000 for Start-up funds to create Housing Services (service code 089) in San Luis Obispo and Ventura Counties. Housing Services will provide increased access to affordable housing opportunities. Housing activities included but are not limited to assessment of individual housing needs, assistance with completing housing applications, assistance with seeking, evaluation and securing housing, establishing and maintaining data base of potential living options and monitoring of waitlists and affordable housing opportunities. Start-up activities will include but are not limited to securing staff, securing an office location and technology, networking with low income housing agencies.

FY 2022-2023

The Department of Developmental Services awarded Tri-Counties Regional Center the following projects as part of the Community Resource Development Plan for Fiscal Year 2022-2023:

Specialized Residential Facility-Children’s Home:
TCRC was awarded $175,000 for provider startup funding for a four (4) bed children’s permanent home with behavioral challenges and two (2) beds for children’s step-down to allow for transition from children’s crisis home. TCCHC (HDO) has secured a property in Nipomo and is in the renovations process.

Affordable Housing:
TCRC was awarded $1,000,000 to secure five (5) single units for adults served by TCRC. TCRC tenants would pay rent at 30% of their SSI income. These units are located in Buellton at the Buellton Garden Apartments.

Adult Residential Facility for Persons with Special Health Care Needs and Behaviors (ARFPSHN-B):
TCRC was awarded $350,000 for the acquisition of a home needed to develop an Adult Residential
Facility for Persons with Special Health Care Needs and Behaviors (ARFPSHN-B) for adults. Currently
there is a need to provide specialized residential services to adults who have both significant medical and behavioral needs. The ARFPSHN-B home will be a permanent home for both men and women and provide nursing supports and behavioral interventions. Residents could have health conditions that require nursing supports such as G-tubes, oxygen support, injections or IV, catheters and renal dialysis. May require behavioral interventions and/or supports for verbal and physical aggression, elopement, property destruction and elopement.

Training:
TCRC was awarded $50,000 for training of staff in two Specialized Residential Facilities that were
developed for individuals who may have transitioned from a locked setting. Some of these residents have histories of mental illness and related violence, criminal behavior, and sex offenses. Previously, these individuals have resided in settings including Porterville Secure Treatment Program, Canyon Springs, Fairview Developmental Center, the Bungalows, and College Hospital. These individuals require therapy and supports in their residential and day settings from highly trained consultants and staff to address behaviors that typically result in psychiatric hospitalizations or injuries to themselves or others. One evidence based and promising therapy approach is the Skills System (Dr. Julie F. Brown), which is Dialectical Behavior Therapy adapted for persons with intellectual disability who also have a mental illness. Funding was approved for this type of advanced psychotherapy training for persons with ID/MI that cannot be found in the DSP I and II training modules and that typically is not within the skill set of most licensed psychotherapy consultants or program managers.
